AN EUROPEAN NETWORK TO SUPPORT THE SUSTAINABLE SURFACE TRANSPORT SMES

The aim of the Star-Net Transport project is to be the first step towards the development of a consolidated structure to support the participation of European SMEs in Sustainable Surface Transport activities, building on the knowledge, tools and services developed within some of the most relevant FP6-SUSTDEV support actions over the recent years and in future FP7-SST-SSAs projects.

Innovative organisations with ambitious goals need reliable and permanent partners to support them. SMEs and RTD organisations that are willing to take the challenge of international technological cooperation need to have support organisations by their side that they know, on which they trust and on which they can count whenever they need.

Most Transport SMEs in the EU react poorly to stimulation actions because they find it hard to open their doors to different organisations that come with different and focused objectives at each time in their majority they prefer lasting and standing cooperation’s that they know will be there for a long time and that they call upon whenever they need.

National Contact Points are an example of these consolidated and permanent structures that obtain good results. However their role and resources are limited and they must often take a too passive role that limits their impact. Also, their public mission and the need to serve all, prevents them for going too deep into assistance tasks to individual organisations.

The project goals are to strengthening the competitiveness of Surface Transport SMEs:

• By increasing their participation in the EU programmes
• By fostering their innovation activity
• By proving an Innovation Service Provider based on collaborative network at European level

The project objectives:

Identify the barriers to SME participation in SST collaborative projects.
• Identify potential cooperation partnerships through Technological Audits.
• Build SMEs profiles to involve them on the supply chains of transport key players.
• Implement a full range of Services and Tools for SMEs.
• Facilitate the participation of SMEs in FP7.
• Analyze and disseminate existing RTD results.
• Prepare a contribution for the next Research Agenda.
• Create a Self-sustainable Plan for the continuation of the network after 2010.

The Star-net Transport initiative is an innovative action with all the key ingredients to be successful in its goal of promoting larger SME participation in SST EC research activities.

It is promoted by a cohesive consortium made up of 16 partners from 14 countries: INOVA+ - PT, CIDAUT – SP, IPPT PAN – PL, PSTP – PL, CFA – UK, APRE – IT, EGL – NL, URTP – RO, TUBITAK – TR, ARC FUND – BG, GIZ ACS – SL, SEPC – LT, UNIZA – SK, NKTH – HU, CLEPA – BE, EMEC – BE.

All partners have an expertise in the provision of scientific and technological services and a successful experience of managing and participating in accompanying measures projects under Framework Programs.

TranSMEs is an European initiative targeted at transport and environment sector, which objective is to inform and support accession countries (ACC) and new member states researchers and entrepreneurs in the FP6 participation. Numerous activities are planned leading to innovation and research cooperation development in Europe.

TranSMEs Coordinator - Regional Contact Point and all Project Partners, offer help in proposal writing to those institutions which after taking advantage of the Information day, workshops will decide to participate in the Sixth Framework Programme. After publishing open call for submitting draft project proposals, Project Partnerswill assist winners to create consortium and to fill in Part A and B of the proposal. Project Partners will help other participants to find partners or running projects to join in.

Researchers and entrepreneurs from New Member States and candidate countries dealing with transport and environment sector will have the opportunity to familiarize themselves with the European Commission actions in this field as well as to establish new cooperation contacts with foreign research institutions and firms with a view to successfully apply for the European funds for research and technological development.

TranSMEs maintains database of collaboration offers of research and industrial institutions. The database is to help searching partners for European projects and other joint initiatives.

Project aim was to promote among the researchers and industry operating in the New Member States (NMS) and Associated Candidate Countries (ACC) food sector the participation in the EU 6th Framework Programme research and development projects.

 

In order to improve the present situation the series of information days in different NMS and ACC was organized. Each NMS and ACC partner conducted one info-day and is carrying out the action of potential partners profiles collection. During these info-days the researchers, enterprises, including SMEs representing the food sector familiarizedthemselves with the results of EU and research projects and with current issues of research and industry in NMS and ACC and with the FP6 participating opportunities. The Old Member States project partners role was to identify the potential partners interested in cooperation with NMS and ACC research institutions and companies.

Main objective of the project was to stimulate participation of the New Member States and Associated Candidate Countries in NMP Priority projects by the means of a partnering event and specific workshops. The event took place under a name of “Science for economy” organised by Poznań Science and Technology Park during International Fair of Industrial Technologies and Investement Goods, which takes place in Poznan in June 2004. The event comprised: info-day presenting up-to-date practical information on the calls and research topics of “Nanotechnology and nanosciences, knowledge based multifunctional materials, new production processes and devices” priority; presentation of achievements of chosen European projects (seminar, posters, stands); pre-arranged meetings of potential partners; workshop on how to write to a FP6 proposal. In autumn took place series 3 info – days workshops dedicated to the issues relevant for proposers.

This was an European initiative targeted at food industry, which objective is to inform and support accession countries (ACC) researchers and entrepreneurs in the FP6 participation. Numerous activities are planned leading to innovation and research cooperation development in Europe. POLFOOD organised series of 5 practical workshops directed to enterprises and research organisations in food sector.

PARTNERS IN PROJECTS

Since 2004 the Regional Contact Point in Poznan runs the Regional Mobility Information Centre. The Centre is created for researchers from the wielkopolskie and lubuskie voivodships.

Our Centre offers information for researchers who want to work abroad. The information is suitable for the polish researchers living Poland as well for the foreign researchers coming to our country. Beside to information on work possibilities, fellowships also the information on necessary formalities for temporary stay is available. We have a help-desk for these researchers, mostly for the incoming ones.

There are 10 Regional Mobility Information Centres in Poland managed by the Regional Contact Points of the Framework Programmes, already existing. The Centres create a network which covers all Poland. The National Mobility Information Centre is carried out by the National Contact Point in Warsaw coordinates the network of the Centres.

The Network of the Polish Mobility Information Centres was a part of the European Network of Mobility Information Centres. The project in Poland was cofinanced by the European Commission and the Polish Ministry of Science and Higher Education .

FOOD INNOVATION NETWORK EUROPE (FINE) is a network of European food regions joining forces to encourage innovation and cooperation to make Europe more competitive in world food markets. FINE develops strategies to bring in more investment in Research and Technological Development (RTD). The network is aimed at encouraging European, national and regional policies to promote increased investment in R&D and innovation in the food sector leading to a more competitive European food industry. The FINE network develops opportunities for interregional cooperation between food regions in Europe. FINE binds stakeholders from companies, research institutes, policy makers and several regional networks. Agri food clusters taking part in FINE include: East Netherlands (Food Valley); Scotland; Flanders (Belgium); Rogaland (Norway); Wielkopolska (Poland); Emilia-Romagna (Italy); Castilla y León (Spain); Öresund (Denmark and Sweden).

Fine Objectives is to develop strategies and policies enhancing investments for creating competitive and innovative regional clusters with growing rates of RTD investment by mobilisation of relevant stakeholders across the value chain including policy makers, and to develop a sustainable collaborative RTD Action Programme with a view of contributing to the realisation of Lisbon strategy.

The REGinNET project was proposed by consortium of 19 partners – 13 Regional Contact Points from 6 Accession Candidate Countries and 6 experienced organization National Contact Points and FP6 advisory organizations from EU Member states.

The project comprises a complementary set of actions addressed to regions in Associated Candidate Countries in order to enhance the participation of regions in FP6 in Ip, NoEs, STREPS, CRAFT, Mobility projects, etc.

The Project proceeded in 3 lines interrelated to each other, 2 of them were focused on improvement of the competencies of the organizations being contact points on regional level by networking and training with assistance of experienced organizations from European Union, setting individual contacts by means of fellowships and organizing information days and brokerage events.

The specific objectives of the project were: networking of Contact Points to transfer knowledge and experiences between partners; staff exchange to establish bilateral collaboration; raising awareness in the regions performed as a set of events in each of 13 ACC regions.
